Carrière
Hakan Bayraktar évolue encore avec les espoirs du Gaziantepspor lorsqu'il est recruté en 1995 par le club belge du KFC Lommelse SK. Il joue son premier match professionnel le contre le KSK Beveren, entrant en jeu à quelques minutes de la fin de la rencontre[1]. La saison suivante, il doit se contenter de cinq apparitions en matches. Lors de la saison 1997-1998, il gagne une place de titulaire et dispute vingt rencontres toutes compétitions confondues. Début août, après avoir disputé la Coupe Intertoto avec le club, il retourne à Gaziantepspor.
Hakan Bayraktar joue trois ans pour son club puis en 2001, il rejoint le Fenerbahçe SK, un des grands clubs du pays. Après deux saisons, il décide de repartir au Gaziantepspor, où il joue une saison, puis rejoint Akçaabat Sebatspor, avant de partir un an plus tard pour Sivasspor. Après un an et demi, il signe au Malatyaspor puis s'en va six mois plus tard pour Diyarbakırspor, où il ne reste à nouveau qu'une saison. Il effectue alors un troisième passage au Gaziantepspor, qu'il quitte deux ans plus tard pour rejoindre Samsunspor, le club de sa ville natale. De 2011 à 2013, il porte le maillot du Mersin İdman Yurdu puis s'engage avec le Karşıyaka SK.
Sélection internationale
Hakan Bayraktar ne compte qu'une seule sélection en équipe nationale turque. Le , il dispute le match amical contre les Pays-Bas à Amsterdam, qui se termine sur un score de 0-0.
